What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The permit is for non-citizen (nonresident) workers hired by private-sector employers in Palau. Employers must secure Work Permits for them before they enter, and nonresident workers may be employed only to supplement the labour force of available and qualified resident workers.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. The employer applies. It first files an application with the Employment Service, which tries to fill the job with resident workers and advertises the vacancy for 30 days. If the Director approves hiring a nonresident worker, the employer must sign a Nonresident Worker Employment Agreement with the national government. The worker may only be employed by the employer approved by the Director.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The key test is the labour market. No qualified resident worker can be available after a 30-day announcement, although the Director may fast-track managerial or professional positions. The worker must provide affidavits from at least two previous employers showing a minimum of two (2) years' experience in that line of work. The worker must also be aged between twenty-one (21) and sixty (60), which the Director may waive. The minimum wage is $3.50 per hour.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The holder may work only for the employer approved by the Director, apart from legitimate subcontract arrangements. They may do other work for that employer if it is reasonably related to the original job. After employment ends, the worker may not work for any other employer for five (5) years, except in listed cases. A Dependent Visa is issued to the spouse and children under 21 of a foreign national who holds a valid work permit. It expires no later than the principal's visa.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The permit is valid for up to two (2) years from issuance. The fee schedule lists 1-year and 2-year permits. The worker renews through an extension application, filed at least fifteen (15) working days before expiry, with a passport, a Palau police clearance, a health clearance and the expiring permit. Applications over forty-five (45) days late may not be considered. The official source does not state a longer-term residence direction.
