What education or training is this pathway designed for?

Upper secondary education (videregående skole): a student permit can be granted for admission at an upper secondary school only in special cases (i særlige tilfeller).

What type of institution/course must accept or enrol the applicant?

The institution must be one whose studies are approved: UDI (Utlendingsdirektoratet), in consultation with the Ministry of Education (Kunnskapsdepartementet), may issue guidelines on which studies can be approved and whether other institutions or schools can be approved.
