When a visa-required foreign national is granted a residence permit, a foreign service mission with issuing authority, or the Governor of Svalbard, issues an entry visa.

What short-visit purposes does this route cover?

Besides entry after a residence permit is granted, an entry visa is issued where a preliminary confirmation (section 10-4) allows a skilled worker or an employee of an international company to start work before the permit application is processed; also for seafarers applying under section 6-6 and persons covered by group permits (sections 6-7 or 6-15). Under UDI guidelines it may be given to a skilled worker with a concrete job offer from a Norwegian employer, and in special documented cases to a residence-permit holder with a right of re-entry; a person applying to renew a renewable permit within the deadline, or for permanent residence within the deadline, may get an entry visa while the application is processed.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Visas are issued by Norwegian foreign service missions given issuing authority by the Ministry of Foreign Affairs and by the Governor of Svalbard. A visa can be extended during the stay to a total of 90 days when unforeseen circumstances, humanitarian considerations or weighty business or personal reasons justify it.
