Which travellers require a transit visa/permission and which officially documented exemptions are important?

Foreigners who do not leave the international transit zone of North Macedonian airports or the aircraft do not need an airport transit visa. By exception, the Government of North Macedonia may decide that nationals of certain states need one. Exempt from that requirement are family members of North Macedonian citizens, holders of diplomatic passports and aircraft crew members. The official source does not list the nationalities designated by the Government.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Foreigners who do not leave the international transit zone of North Macedonian airports, or the aircraft, do not need an airport transit visa. Staying in the international transit zone on an airport transit visa is not considered entry into North Macedonia, and the foreigner may not leave that zone. The permission is the airport transit visa (visa A). The visa application is submitted in person to the competent (resident or non-resident) diplomatic-consular mission of North Macedonia no longer than six months and at least 15 days before the trip. For transit, supporting documents include a visa or other entry permit for the destination country and tickets for the onward journey.
