What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Foreign nationals who want to work in paid employment in the Netherlands. The single permit combines the residence permit and the work permit, and also covers some specific jobs (for example spiritual counsellor, supply of goods, international non-profit employee, art and culture, intra-corporate transferee).

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

A Dutch employer is needed. It must be registered in the Chamber of Commerce Commercial Register where the law requires this, must first look for staff in the Netherlands and the EU/EEA by registering the vacancy with UWV, must pay a normal salary under the applicable collective labour agreement, and must arrange proper housing. The IND advises that the employer applies; the employee may also apply.

    Your employer’s company or organisation is registered in the Commercial Register (in Dutch: Handelsregister) of the Dutch Chamber of Commerce (in Dutch: Kamer van Koophandel or KvK). This applies only if this entry is required under the Commercial Register Act 2007 (in Dutch: Handelsregisterwet 2007). Your employer has first looked for an employee in the Netherlands and the EU or EEA countries. For this purpose, your employer must have registered the vacancy at an employer service point of the Employee Insurance Agency (in Dutch: Uitvoeringsinstituut Werknemersverzekeringen or UWV). Your employer pays you a normal salary in the collective labour agreement that applies to your organisation or company. Your employer arranges right housing for you.

    The IND advises you to have your employer apply in the Netherlands. Your employer must apply to the IND for the MVV and the single permit at the same time. Your employer must submit the application in writing by post. You may also apply yourself to the Dutch embassy or consulate abroad.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

There is a labour-market test: the employer must first look for staff in the Netherlands and the EU/EEA through UWV. The salary must be normal under the collective labour agreement, and the applicant must meet the income requirements. UWV advises the IND on whether the work meets the Labour Act for Aliens (Wav).

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The holder may live in the Netherlands and work for the employer named in the additional document, under the conditions it sets. Changing employer requires a new permit application by the new employer. A form exists for family members' applications through a recognised-sponsor employer.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The permit is valid for up to 3 years, or up to 5 years after 5 years with a valid work residence permit; the limit is 1 year for supply-of-goods employees. It can be extended. After 5 years of work, 'free to work' status is available, and after 5 years of residence a permanent residence permit can be requested.
