What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Seafarers performing seafaring service as crew on board a seagoing vessel in a Dutch seaport for longer than 90 days (not exceeding 11 months) — daily care of the vessel, crew, cargo or passengers.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes: a valid employment contract (or proof one will be received) with an employer such as a shipping company or recruitment agency; the ship manager must provide free accommodation and pay living expenses on board. The seafarer or an authorised representative applies.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

Must be a seafarer with a valid seaman’s book, meet the income requirements, not have held this Dutch seafaring permit in the 6 months before applying, and the number of seafarers must not exceed the vessel’s average operational crew.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit states "Work not permitted", except seafaring service as crew on the specific vessel applied for; major maintenance, renovation and construction are excluded. Family reunification is not allowed.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Valid for the duration of work on the vessel, 11 months at most. A permit already valid for 11 months cannot be extended; a shorter one can be extended up to the 11-month maximum for the same vessel.
