Yes, with limits: as an employee only if the employer holds a work permit (TWV), and either up to 16 hours a week or full-time in June, July and August. Self-employed work is allowed without a TWV and without an hours limit (KvK registration and tax required). A traineeship that is part of the programme needs no TWV.
