What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Paid employment in the Netherlands where a single permit (GVVA) cannot be applied for, limited to specific jobs/situations: mass media correspondent; non-privileged military or civilian personnel; employment under a Headquarters Agreement; employment on a Dutch seagoing vessel or mining installation (including leave, recovery from illness or looking for work after such work); or people allowed to work without a work permit (TWV).

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An employer is involved: the IND advises that the employer applies in the Netherlands (the worker may also apply at a Dutch embassy or consulate). The employer’s company must be registered in the Chamber of Commerce (KvK) where the Commercial Register Act 2007 requires it, and usually the employer must also obtain a work permit (TWV) from UWV.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

This is not a general skilled-work route but a fallback where a GVVA is not possible, limited to listed occupations and situations; the income requirements apply, and usually a TWV is needed. Seagoing-vessel and mining categories require 7 years or more of work on board a Dutch seagoing vessel or mining installation and a contract still valid for at least 1 year; mass media correspondents must work for a publicity medium.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Generally the holder may work only if the employer has a work permit (TWV) for them. Seagoing vessel/mining installation holders need no TWV for that specific work but need one for other work; Headquarters Agreement holders may only work for the International Criminal Court or the Special Tribunal for Lebanon.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Valid for a maximum of 3 years (for foreign correspondents, as long as the employment contract or appointment) and can be extended before expiry. After job loss there is up to 3 months to find a new job.
