What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Employees of a foreign company coming to work temporarily in the Netherlands for a trajectory (process) approved by UWV under the International Trade Regulation, such as a partnership, project, agreement for supply of goods or services, or training, for Dutch employers doing business with that foreign company.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The Dutch employer must be admitted to the scheme by UWV (request at least 6 weeks before work starts) and must register the worker with UWV; the workers remain employed by the foreign company and come to work temporarily at the Dutch employer.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The work cannot be done by a worker from the EU/EEA or Switzerland, and the employer pays the workers at least the statutory minimum wage.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Work under the International Trade Regulation is allowed without a work permit (TWV); other work requires a TWV. The official source does not state whether family members may accompany the holder.

    Your residence permit says ‘Work permit not required for specific work, other work allowed if a work permit has been granted’ (in Dutch: TWV niet vereist voor specifieke arbeid, andere arbeid toegestaan mits TWV is verleend). This means that you are allowed to work without a work permit (in Dutch: tewerkstellingsvergunning or TWV) via the International Trade Regulation. But you do need a TWV for other work.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Residence permit valid for at most 3 years (UWV admission to the scheme is also valid for at most 3 years); it can be extended before expiry; after 5 years with a residence permit the holder can apply for a permanent residence permit.
