What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Apprentices on work placement employed by an employer outside the Netherlands who come to work at a Dutch company to gain experience for their job in their country of origin, without taking up a regular position.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Two employers are involved: the foreign employer and the Dutch company must have an agreement on the learning pathway, the apprentice has a work placement agreement with the Dutch employer, which declares to be the sponsor, and the foreign employer gives a return statement that the apprentice will be re-employed immediately on return. The Dutch employer must be established in the Netherlands and registered with the Chamber of Commerce where required.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The work experience must be important for the foreign employer's business; the apprentice has completed a sufficiently subject-oriented basic training programme; apprentices may be no more than 10% of the employer's permanent workforce (if the employer has more than 2); the curriculum lasts at most 24 weeks.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The single permit consists of a residence permit and an additional document; the holder may live and work only for the employer named in the additional document, under the conditions it sets out. The official source does not state whether family members may accompany the holder.

    The residence permit says ‘Free to work in accordance with the additional document’ (in Dutch: Arbeid toegestaan conform aanvullend document). The additional document says for which employer you are allowed to work. It also sets out the conditions under which you are allowed to work. You may live and work for your employer in the Netherlands with the residence document and the additional document.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Validity depends on the duration of the traineeship/apprenticeship agreement, at most 1 year. Extension is sometimes possible only if the permit is valid for less than 1 year and the agreement has not yet ended. The official source does not state a longer-term residence direction.
