For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Under regulation 14(4) ('Exemption from visa requirement'), a person is exempt from section 10(1) of the Act if, among other conditions, they are a national of a visa waiver agreement country listed in Schedule 5.
