Which travellers require a transit visa/permission and which officially documented exemptions are important?

A transit passenger who stays within the restricted area they entered on arrival, leaving only to continue their journey, is deemed by law not to have entered Nauru at all — so no visa or immigration clearance is needed for that restricted-area transit.

  • Immigration Regulations 2014, reg 21
A transit passenger who does not leave the restricted area which he or she entered on arrival in Nauru, except to continue his or her journey, shall be taken not to have entered Nauru.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

A person leaving or transiting through Nauru who is lawfully in a restricted area may leave it only to board the aircraft or vessel on which they are departing Nauru or with the permission of an immigration officer; leaving otherwise is an offence with a maximum penalty of $10,000.

What maximum transit period, overnight, airport-change or multiple-stop rules matter?

No maximum transit period, overnight rule or stop-limit is specified in the official Regulations; the deeming rule turns on staying in the restricted area, not on elapsed time.
