The route is for a foreigner providing contracted services in Montenegro: under a contract between a foreign company and a legal entity seated in Montenegro for which the services are performed, provided by a foreigner employed by that foreign company; or as an 'independent expert', a foreigner registered to carry out business or other activity in another state who contracts with a legal entity seated in Montenegro.

The services must be performed under a contract with a legal entity seated in Montenegro: either a contract between the applicant's foreign employer and that entity, or, for an independent expert registered to carry out business in another state, a contract between the expert and that entity. The services contract and, except for independent experts, proof of employment with the foreign company must be submitted.

The route requires at least one year of work experience in the field covered by the services contract, and proof of the qualifications required to provide those services under Montenegro's service-provision law, where such qualifications are required.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The permit is issued for up to one year and may be extended until the contracted services are completed, up to a maximum of two years. The extension request is filed by the foreigner or employer with the Ministry at the foreigner's place of residence no earlier than 60 and no later than 30 days before expiry, with a valid travel document or ID, proof justifying the application, and proof of taxes and contributions paid during the permit.
