What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The pathway is for foreign nationals taking private-sector employment in Monaco, which requires a work permit whatever the form and length of the contract and the amount and nature of the pay. For non-European candidates who do not hold a residence permit authorising work issued by the Prefecture of the Alpes-Maritimes and whom the employer would like to see settle in Monaco, the employer must contact the Head of the Employment Department directly. The official source does not state a separate authorisation for workers who live outside Monaco.

Limits of the record
  • The official sources do not define a distinct 'cross-border / no Monaco residence' category; the non-resident scope is inferred from the Alpes-Maritimes permit reference.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. A Monaco employer must report the job offer to the Employment Office and obtain written authorisation from the labour department before the foreign worker starts; the employer files the Authorisation to Hire Staff (DAE) application, which the candidate and employer both sign, and once approvals are obtained the employee receives a work permit.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The distinctive condition is a local labour-market priority test: the Employment Office first sends priority candidates (Monegasque nationals, their children or spouses, partners and parents of Monegasque children, Monaco residents, and residents of Cap d’Ail, La Turbie, Beausoleil and Roquebrune-Cap-Martin already employed in Monaco) within 4 clear days; only if none is selected, and with justification, can the employer submit a candidate of its choice.

Limits of the record
  • No official salary, qualification or occupation-list requirement was found.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The work permit is tied to the profession stated on it: the holder may not work in another profession, and any change of employer, trade or profession requires a new work-permit application. The official source does not state whether family may accompany.

Limits of the record
  • Family accompaniment is not addressed by these sources.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Renewal is employer-driven: changes in role, contract type, contract duration, working hours, teleworking or civil status must be notified to the Department of Employment through a request to modify or renew the employment contract, and once approvals are obtained a new work permit is issued. The official source does not state a standard validity period or a longer-term residence direction.

Limits of the record
  • No official standard validity period of the work permit was found.
  • No longer-term residence direction is stated for non-resident workers.
