Cine poate solicita:străinii titulari ai dreptului de şedere provizorie (3 ani în cazul străinului căsătorit cu un cetăţean al Republicii Moldova sau 5 ani – din alte categorii), excepție făcând străinii înmatriculaţi la studii, persoanele cu funcţii de conducere din cadrul unei persoane juridice cu activităţi în domeniul tehnologiei informaţiei şi specialiştii în domeniul tehnologiei informaţiei, lucrătorii detaşaţi, străinii angajaţi în proiecte investiţionale de importanţă naţională, lucrătorii rezidenţilor zonelor economice libere, străinii angajaţi în proiecte de asistenţă externă, străinii antrenaţi în activităţi umanitare şi de voluntariat.
Condițiile pentru acordarea dreptului de ședere permanentă: - deţinerea permisului de şedere provizorie fie beneficiază de dreptul la dobândirea cetăţeniei Republicii Moldova prin recunoaştere ; - dispunerea de spaţiu de locuit; - vorbirea limbii de stat la un nivel satisfăcător (certificat de cunoaştere a limbii de stat eliberat de Ministerul Educației); - în ultimii 3 ani nu a avut antecedente penale.
