A higher education institution registered with the Higher Education Commission (HEC) or a training institution registered with the Mauritius Qualification Authority (MQA); the institution posts its accredited courses on NELS and enrols the student, generating a unique student enrolment key.
Higher education institutions registered with HEC or training institutions registered with MQA shall post the accredited courses on the National Electronic Licensing System (NELS) platform. The courses are validated by the HEC or MQA, as appropriate.
i. Higher education institutions registered with HEC or training institutions registered with the MQA shall enrol the students on NELS. ii. Upon successful enrolment, NELS will generate a unique student enrolment key and communicated to both the foreign student and the Higher education institutions or training institutions.
Proof of funds to meet study and living costs (certified bank statement/attestation with a closing balance of at least MUR 150,000); a sponsorship letter with sponsor identity if not self-funded; proof of accommodation in Mauritius; and, after the first year, proof of at least Rs 150,000 in a local bank account for each year of study. Foreign students enrolled on a full-time course in Mauritius in a registered higher education institution or training institution are permitted to work up to 20 hours per week. The permit may be extended where the student has to re-sit modules, has applied for an occupation permit, has been granted leave of absence by the institution, or intends to attend graduation. After staying 3 years in Mauritius, the student must swear an affidavit not to apply for Mauritian citizenship. Graduates holding at least an undergraduate degree from a Mauritian tertiary institution may apply for a Young Professional Occupation Permit.
A foreign student may apply for extension of his/her permit where he/she: (a) has to re-sit for one or more modules; (b) has made an application for occupation permit; (c) has been granted a leave for absence by his/her higher education institution or training institution; or (d) intends to attend his/her graduation ceremony.
vi. After having stayed in Mauritius for 3 years, the foreign student will have to swear an affidavit before a Court of Law in Mauritius to the effect that he/she will not apply for Mauritian Citizenship.
Foreign students having completed at least an undergraduate degree in a tertiary education institution in Mauritius are eligible to apply for a Young Professional Occupation Permit (YPOP) as provided in Section 13 of the Economic Development Board Act 2017 and Section 9A of the Immigration Act 1970.
