There is no transit-specific rule: except for persons exempt under §5 or eligible for a visa on arrival under §6, citizens of all other countries must apply for a visa before entering the Republic. Crew of a commercial aircraft flying between a foreign place and the Republic who remain less than 14 days are exempt.
