What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The permit is for third-country nationals admitted to conduct research with a recognised research organisation under S.L. 217.22: they hold a higher-education qualification giving access to doctoral programmes (typically a Master's degree or higher) and have been selected by a recognised research organisation in Malta to carry out a research project.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An accredited research organisation applies on the third-country national's behalf through the Single Permit Online Portal; researchers cannot apply independently. A mandatory Hosting Agreement, a formal contract between the Maltese research institution and the applicant, replaces the employment contract.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The decisive characteristics are a higher-education qualification allowing access to PhD/doctoral programmes (usually a Master's degree or equivalent) and acceptance by a research organisation accredited in Malta to conduct a research project requiring such qualifications.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit only allows activities linked to the Hosting Agreement; researchers cannot take up additional employment or roles outside the scope of the research project. The official source does not state whether family members may accompany the holder.
