Which exceptional-talent, academic, scientific, artistic, technological, cultural or other profiles does the pathway target?

The EU Blue Card is for highly qualified workers from outside the EU with higher professional qualifications and highly qualified employment.

What achievements, recognition, awards, publications, reputation or other evidence establishes the required level?

The required level is evidenced by higher professional qualifications: a diploma, certificate or other evidence issued by qualified institutions verifying successful completion of a post-secondary programme, with evidence that the course lasted a minimum of three (3) years; the institution must be recognised in Malta and foreign qualifications must be recognised by the Member State. In lieu of the professional qualifications, Malta allows relevant professional experience of at least 10 years related to the sector on the work contract or job offer.

Is an employer, nominator, recognised body, peer group or government endorsement required?

Employer involvement is required: the applicant must provide a contract of employment with a Maltese employer, for work requiring higher professional qualifications, covering a minimum of six months, and must submit proof of one job advert run for a minimum of two weeks within the two months before application on an appropriate local media platform.

The Blue Card covers highly qualified paid employment with the Maltese employer; Identità says the holder cannot work as self-employed or freelance. The official source does not state whether the holder may change employer or the family position.

What duration, renewal and accelerated or normal longer-term residence pathway is officially stated?

A first-time Blue Card residence permit is valid for two years; if the work contract is shorter, it is valid for at least the contract duration plus three months, but no longer than two years. On renewal, applicants may opt for a three-year Blue Card permit if all their documents, including the travel document, cover that period. Residence on the basis of a Blue Card is reckoned towards obtaining Long-Term Residence.
