What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The pathway is for foreign workers employed in Mali under an employment contract: unless a treaty or convention concluded by Mali with another State provides otherwise, the foreign worker's contract must be accompanied by a work permit issued by the National Director of Labour.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An employer is required. The employing organisation that proposes to recruit the foreign worker files a stamped work-permit application (200 FCFA) with the National Directorate of Labour, together with the employment contract in four copies; the file is only accepted with a reasoned report from the employer stating the job requirements and the reasons for employing a foreign worker, notably those relating to qualifications.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

Two decisive conditions: the post cannot in any case be filled by a national worker, whether by internal promotion or external recruitment (labour-market test); and the worker must hold the professional qualifications needed for the job.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit authorises the foreign worker to carry out a specified salaried activity, valid for the period defined on the permit, with one and the same employer; the permit states the post to which the worker is assigned and the place of employment. The official source does not state whether family members may accompany the permit holder.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The permit's validity is linked to the duration of the employment contract and cannot exceed two years, renewal included, for workers who have not passed their first two years of permanent residence in Mali (unless otherwise provided under Art. A.26-1). On expiry the permit can be renewed if the worker continues with the same employer; the renewal application, which includes the worker's renewed employment contract, must be filed at least one month before expiry. The official source does not state a longer-term residence direction.
