Which citizenship, status or regional agreement creates the person's right to move/reside?

The AES heads-of-state declaration of 14 December 2024 gives nationals of ECOWAS member states the right to establish in Mali as an AES state, expressly subject to national law. It permits refusal of persons classified as inadmissible immigrants. The cited right is the AES declaration after Mali’s ECOWAS withdrawal; the earlier ECOWAS third-phase establishment protocol is not itself shown to govern current Mali applications.
