    C. ELIGIBILITY CRITERIA 1. Sector - Manufacturing and selected services sectors1. The Malaysian sponsoring company must be within sectors regulated by MIDA. 2. Immigration status – Must not be on the Immigration Department of Malaysia‘s Suspect List or Blacklist (SLBL). 3. Security clearance – Must not have a criminal record under the Royal Malaysia Police’s (PDRM) Security Clearance (BRI). 4. Employment status - Must be currently employed by overseas companies. 5. Passport Validity - Must possess a passport with a validity period of not less than 12 months. 6. Qualification - Possess recognised professional qualifications or specialised skills. 7. Services - Plan to provide services or undergo practical training with a Malaysian company on behalf of an overseas entity. 1 Manufacturing: All sub-sectors, with a focus on high-technology, automotive (EEVs/NxGVs), and aerospace Selected Services Sectors under MIDA’s purview include: Global Services Hub (GSH), Representative/Regional Offices (RE/RO), R&D services, hotel and tourism projects, private higher education (science courses) and technical & vocational training institutions, oil & gas services, green technology (renewable energy, integrated waste management, EV charging stations, solar leasing), integrated logistics services (ILS), cold chain facilities (CCF), digital infrastructure, and smart logistics complexes (SLC). How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The technical-expert PVP requires approval before entry and has a maximum total duration of 12 months. In the MIDA guidance, an extension for the remaining period can be requested at least 30 days before expiry, provided the combined duration does not exceed 12 months. That guidance also allows a valid PVP holder to apply for EP conversion after shortening the PVP and having the employer submit the EP application. The official source does not state a longer-term residence direction.

Approval and Issuance - company will receive the digital approval notification for the PVP application and is responsible for applying for a visa either through the Malaysian Embassy/High Commission, Consulate General, or via eVisa (for countries that require a visa). 5. Further to our announcement dated 23 April 2025 regarding the implementation of the Online Appeal Facility via the Expatriate Services Division (ESD) online system, please be informed of a revision to the appeal submission timeline in line with the New Expatriate Employment Policy. Effective 15 May 2026, the following revised conditions apply to online appeal submissions for rejected Employment Pass (EP) and Professional Visit Pass (PVP) applications via the ESD online system: Important Appeal Submission Guidelines Appeals must be submitted within fourteen (14) days from the date of rejection at the Expatriate Committee Meeting. The appeal facility will only be accessible within this 14-day period. Once an appeal is initiated, the application fee is non-refundable. Appeals submitted after the 14-day period will not be accepted by the system. This revision supersedes the previous appeal submission timeline of six (6) months.
