What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This Immigration PVP-Expert category covers foreign personnel undertaking research. For research governed by the Ministry of Economy process, government research permission and an Economy Research Pass are separate from the Immigration PVP; the Research Pass does not authorise entry or replace immigration permission. The current portal directs Act 795-covered biological-resource and associated traditional-knowledge research in Peninsular Malaysia to the separate competent-authority process.

    The Immigration Department of Malaysia is responsible for processing Professional Visitor Pass-Expert applications from government agencies and private companies to bring in foreign technical experts (Technical Expert) to undertake employment under the Professional Visitor Pass (PVP) for a maximum period of 12 months.

    ## APPENDIX B RULES FOR CONDUCTING RESEARCH 1. **RULES OF APPLICATION** 1.1. A foreign researcher or a Malaysian national domicile overseas who intends to conduct research is required to obtain prior permission from the government. A research pass will be issued to enable the research to be conducted. A researcher is only permitted to start the research after he/she has received approval from the Ministry of Economy. 1.2. A prospective researcher has to fill the online. 1.3. The forms have to be completed in full and submitted to Ministry of Economy with the following supporting documents: 1.3.1 The research proposal containing the objective of the research, scope, methodology, conceptual definitions, locations and schedule of research; 1.3.2 Official letter from the financial sponsor stating the amount of financial assistance obtained, and terms of contract, if applicable. Malaysians are not required to show prove of financial support; 1.3.3 Letter of consent from the Malaysian counterpart who will have to be in Malaysia during the duration of the research. He/She has to be a Malaysian and expert in the proposed research (for foreigner only); and 1.3.4 Malaysian researcher has to submit a photostat copy of the Identity Card while foreign researcher has to submit his/her passport. 1.4. Ministry of Economy will identify of the referral agencies for researcher for comment. Ministry of Economy will seek additional comments, if deemed necessary.

LATAR BELAKANG Pekeliling Am Bilangan 3 Tahun 1999 telah menetapkan yuran permohonan sebanyak RM50.00 dan bayaran pendaftaran sebanyak RM150.00 dikenakan bagi setiap permohonan penyelidik warganegara asing. Sebagai langkah untuk memudahkan sistem penyampaian Kerajaan, Mesyuarat Jawatankuasa Perancang Pembangunan Negara Bilangan 2 Tahun 2010 pada 10 Ogos 2010 telah memutuskan supaya yuran berjumlah RM200.00 yang ditetapkan kepada penyelidik warga asing dimansuhkan. ## 3. TARIKH KUATKUASA Surat Pekeliling Am ini berkuatkuasa pada tarikh ia dikeluarkan.     3.5 Should a researcher intend to extend the duration of his research within the period requested, a written application has to be made to Ministry of Economy at least a month before the expiry date stating the reasons and attaching the following documents: 3.5.1 Progress Report / Preliminary Report 3.5.2 Schedule of work for the period extension is sought; 3.5.3 Letter of support from the Malaysian counterpart; 3.5.4 The old pass; 3.5.5 A copy of passport (if renewed); 3.5.6 Two passport-size photographs; and 3.5.7 An official support from UPEN Sabah (for research done in Sabah) 3.5.8 An official support from SPU Sarawak (for research done in Sarawak) ## Page 1 of 1
  • Document 11 clause 4.4
    The researcher is required to submit 3 copies of his final report or publication in Bahasa Malaysia or English together with soft copy as soon as the research is completed. Researchers who fail to submit their final reports to Ministry of Economy will be banned from conducting further research in Malaysia.

    The researcher should submit to Ministry of Economy a preliminary report of his/her findings in Bahasa Malaysia or English at least two weeks prior to the expiry date of the duration of the research. Should it be deemed necessary, the researcher will be required to present and discuss the findings.
  • Document 7 clause 3.1
    Applicants who have received the letter of approval are required to report to Ministry of Economy before beginning the research. The researcher has to submit 2 passport size photographs for the Research Pass. The pass will be issued on an annual basis. The pass will have to be returned to Ministry of Economy on completion of the research or before the end of the validity period.

    The foreign researcher, after obtaining the Research Pass from Ministry of Economy, is required to obtain the professional visit pass from the Immigration Department.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

A Malaysian company or government agency submits the application with the detailed Malaysian company letter. An original overseas employer must continue to employ and pay the applicant. Separately, Economy-governed researchers apply through ORIDB with an appropriate Malaysian public-university or government counterpart who remains in Malaysia during the research. State, site or subject agencies may require additional permission.

    The researcher is required to submit 3 copies of his final report or publication in Bahasa Malaysia or English together with soft copy as soon as the research is completed. Researchers who fail to submit their final reports to Ministry of Economy will be banned from conducting further research in Malaysia.

    The researcher should submit to Ministry of Economy a preliminary report of his/her findings in Bahasa Malaysia or English at least two weeks prior to the expiry date of the duration of the research. Should it be deemed necessary, the researcher will be required to present and discuss the findings.

    Applicants who have received the letter of approval are required to report to Ministry of Economy before beginning the research. The researcher has to submit 2 passport size photographs for the Research Pass. The pass will be issued on an annual basis. The pass will have to be returned to Ministry of Economy on completion of the research or before the end of the validity period.

For PVP applications through MIDA (Malaysian sponsoring company within MIDA-regulated sectors), the applicant must possess recognised professional qualifications or specialised skills, be currently employed by overseas companies, have no criminal record under the PDRM Security Clearance (BRI), have related-field working experience of at least 7 years (certificate), 5 years (diploma) or 3 years (degree and above), and obtain JTK approval under Section 60(k) of the Employment Act 1955.

  • These are MIDA PVP criteria; the Immigration PVP-Expert page states no qualification or experience threshold for non-MIDA sponsors.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Entry is allowed for only one purpose, contract or project at any one time. For MIDA-sponsored PVPs, the pass is specific to the Malaysian sponsoring company and holders are not allowed to work for other employers in Malaysia. There is no provision for long-term passes for spouses, dependants or foreign domestic helpers of PVP-Expert holders, and PVP holders are not entitled to apply for a Dependant Pass.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Total PVP stay is capped at twelve months. MIDA may consider a remaining-period extension requested at least thirty days before expiry, without exceeding that cap. A valid holder may seek EP conversion after shortening the PVP and obtaining separate employer-sponsored EP approval. In the Economy branch, research extensions require advance written justification and supporting reports. No automatic permanent residence follows.

Requirements – The sponsors must submit the application with complete information and upload all required documents based on the checklist. Any incomplete applications will not be considered and the sponsoring company may resubmit the application with the requested information. 3. Client Charter - processed within 15 working days (including Immigration work process), subject to application completeness. 4. Approval and Issuance - company will receive the digital approval notification for the PVP application and is responsible for applying for a visa either through the Malaysian Embassy/High Commission, Consulate General, or via eVisa (for countries that require a visa). 5. Entry to Malaysia - The technical experts should only enter Malaysia after PVP approval to avoid complications and violations of the Immigration regulations. Page 5 of 7 6. The final approval and PVP endorsement are subject to the requirements and conditions of The Immigration Act 1959/1963. 7. Processing Fees (exclude 8% SST): a) MIDA – RM1,200.00 is applicable for each PVP application; b) Immigration Department – RM180.00/RM360.00 (pass issuance) + visa fee (range between RM6.00 – RM50.00).

    Effective 15 May 2026, the following revised conditions apply to online appeal submissions for rejected Employment Pass (EP) and Professional Visit Pass (PVP) applications via the ESD online system: Important Appeal Submission Guidelines Appeals must be submitted within fourteen (14) days from the date of rejection at the Expatriate Committee Meeting. The appeal facility will only be accessible within this 14-day period. Once an appeal is initiated, the application fee is non-refundable. Appeals submitted after the 14-day period will not be accepted by the system. This revision supersedes the previous appeal submission timeline of six (6) months. Companies are advised to ensure that all supporting documents and justifications are complete prior to submission, as incomplete or late appeals will not be considered.

    ## APPENDIX B RULES FOR CONDUCTING RESEARCH 1. **RULES OF APPLICATION** 1.1. A foreign researcher or a Malaysian national domicile overseas who intends to conduct research is required to obtain prior permission from the government. A research pass will be issued to enable the research to be conducted. A researcher is only permitted to start the research after he/she has received approval from the Ministry of Economy. 1.2. A prospective researcher has to fill the online. 1.3. The forms have to be completed in full and submitted to Ministry of Economy with the following supporting documents: 1.3.1 The research proposal containing the objective of the research, scope, methodology, conceptual definitions, locations and schedule of research; 1.3.2 Official letter from the financial sponsor stating the amount of financial assistance obtained, and terms of contract, if applicable. Malaysians are not required to show prove of financial support; 1.3.3 Letter of consent from the Malaysian counterpart who will have to be in Malaysia during the duration of the research. He/She has to be a Malaysian and expert in the proposed research (for foreigner only); and 1.3.4 Malaysian researcher has to submit a photostat copy of the Identity Card while foreign researcher has to submit his/her passport. 1.4. Ministry of Economy will identify of the referral agencies for researcher for comment. Ministry of Economy will seek additional comments, if deemed necessary.

LATAR BELAKANG Pekeliling Am Bilangan 3 Tahun 1999 telah menetapkan yuran permohonan sebanyak RM50.00 dan bayaran pendaftaran sebanyak RM150.00 dikenakan bagi setiap permohonan penyelidik warganegara asing. Sebagai langkah untuk memudahkan sistem penyampaian Kerajaan, Mesyuarat Jawatankuasa Perancang Pembangunan Negara Bilangan 2 Tahun 2010 pada 10 Ogos 2010 telah memutuskan supaya yuran berjumlah RM200.00 yang ditetapkan kepada penyelidik warga asing dimansuhkan. ## 3. TARIKH KUATKUASA Surat Pekeliling Am ini berkuatkuasa pada tarikh ia dikeluarkan.     3.5 Should a researcher intend to extend the duration of his research within the period requested, a written application has to be made to Ministry of Economy at least a month before the expiry date stating the reasons and attaching the following documents: 3.5.1 Progress Report / Preliminary Report 3.5.2 Schedule of work for the period extension is sought; 3.5.3 Letter of support from the Malaysian counterpart; 3.5.4 The old pass; 3.5.5 A copy of passport (if renewed); 3.5.6 Two passport-size photographs; and 3.5.7 An official support from UPEN Sabah (for research done in Sabah) 3.5.8 An official support from SPU Sarawak (for research done in Sarawak) ## Page 1 of 1
  • Document 11 clause 4.4
    The researcher is required to submit 3 copies of his final report or publication in Bahasa Malaysia or English together with soft copy as soon as the research is completed. Researchers who fail to submit their final reports to Ministry of Economy will be banned from conducting further research in Malaysia.
  • Document 11 clause 4.1
    The researcher should submit to Ministry of Economy a preliminary report of his/her findings in Bahasa Malaysia or English at least two weeks prior to the expiry date of the duration of the research. Should it be deemed necessary, the researcher will be required to present and discuss the findings.
  • Document 7 clause 3.1
    Applicants who have received the letter of approval are required to report to Ministry of Economy before beginning the research. The researcher has to submit 2 passport size photographs for the Research Pass. The pass will be issued on an annual basis. The pass will have to be returned to Ministry of Economy on completion of the research or before the end of the validity period.

    The foreign researcher, after obtaining the Research Pass from Ministry of Economy, is required to obtain the professional visit pass from the Immigration Department.
