Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Use the applicable channel: MIDA-sector applications use MES through Xpats Gateway, while the general PVP-Expert page names ESD and obtain approval before entry, using a VDR or, for visa-exempt nationals, the approval letter. The framework has a maximum twelve-month period; holders must leave at programme or pass expiry except for extension applications, and must return home after the twelve-month period. Sabah and Sarawak applications go through their state committee. No permanent-residence progression is stated. For ESD online rejections, the current appeal deadline is fourteen days from committee rejection; MIDA describes a separate notification and resubmission process. For a host actually within the MIDA delegated channel, the published diagram separates Xpats Gateway, applicable JTK/PERKESO approval, MIDA committee decision and final Immigration approval. The diagram does not make MIDA universal or require a fresh labour approval for every renewal.
