Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An employer is required: the application for the Non-resident Worker's Card can be made by the employer, a licensed employment agency appointed by the employer, or the legal representative of those persons. It must be made within 6 months from the day the employer or his or her legal representative signs for the 'employment authorisation' written instructions at the Labour Affairs Bureau, or from the effective date of those written instructions.
