What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This route is for a third-country national who is a highly qualified worker applying for a residence permit for highly qualified workers, called the 'EU Blue Card'.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

An employment relationship is required. The applicant must have an employment contract of at least six months for highly qualified work. The contract must meet the salary requirement and the applicant's professional qualifications must relate to the activity or profession stated in it.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

Work must meet the conditions for highly qualified employment. Any change of sector and/or profession is only possible with the authorisation of the minister responsible for immigration; the holder must inform the General Department of immigration in advance, and the minister has 30 days to object to a proposed change of employer, during which the right to change employers is suspended. To take a position that does not meet those conditions, the holder must restart the application for a residence permit for third-country workers. The holder may be accompanied by their spouse/partner or single underage children (or the children of the spouse/partner) through family reunification.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The first EU Blue Card is valid for four years, or for the contract duration plus three months where the contract is shorter than four years. It is renewable while the conditions remain met and the holder proves effective work; renewal is requested within two months before expiry. After five years of regular and uninterrupted EU residence as a Blue Card holder, including the last two years in Luxembourg, the holder may apply for long-term resident status.

The residence permit is renewable on request as long as the application conditions are met and its holder can prove that he has effectively worked for the duration of validity of the residence permit.
