What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The EU Blue Card route in Lithuania is for a non-EU citizen who wishes to work as a highly-skilled employee (a 'highly-qualified worker'): someone who possesses a higher education qualification or, when provided for by Lithuanian laws, at least 5 years of professional experience equivalent to a higher education qualification. The permit issued is a temporary residence permit (“Blue Card”).

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

A future employer is involved. If the salary will be below 3 most recently announced average monthly salaries in the whole economy, the future employer must notify the job vacancy to the local Employment Service Office and, within one month, may apply there for a decision that the work meets Lithuanian labour-market needs; the employer may instead apply for that decision together with the temporary residence permit application at the Migration Department. The employer electronically submits a mediation letter. The decision is not required if the salary is higher than 3 average monthly salaries, the profession is on the list of high-qualification shortage professions, or the highly-qualified permit is renewed after two years of legal employment in Lithuania. While the employer handles the decision, the worker can apply for the residence permit.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The core money test is the salary, expressed as a multiple of Lithuania's average gross monthly salary in the whole economy, not a fixed euro figure: 1.5 times is the minimum qualifying salary, and 3 times is the threshold above which the employer is exempt from the labour-market-needs test.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

During the first 2 years of highly-qualified work in Lithuania, the holder cannot change employment or employer without applying to the Migration Department, which decides on the change; after that decision the change is made on the same residence permit. In the third and subsequent years, the holder may change employers on the same residence permit without applying. Unemployment for more than 3 consecutive months, or more than once during the permit's validity, cancels the permit and the holder must leave Lithuania. The holder is immediately entitled to family reunification, without waiting for two years of legal residence, and family members may immediately apply for a temporary residence permit.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Residence permits are granted for 3 years and can be renewed; if the work contract lasts less than 3 years, the permit is issued for the contract duration plus 3 months. The permit may be renewed on the same conditions, by application to the Migration Department's Central Office at least 2 months but not earlier than 4 months before expiry (at least 1 month for urgent renewal). After five years of legal and continuous residence in the EU as a Blue Card holder, of which at least two years in Lithuania, the holder can obtain permanent resident's status; basic knowledge of the language and the Lithuanian Constitution is tested.
