What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This is the entry-and-residence pathway for non-Lebanese people coming to practise a profession or work in Lebanon, with or without pay, subject to prior Ministry of Labor approval. General Security separately identifies the Ministry-authorised work visa, and its annual-residence requirements cover work-permit classes one to four. Artists are subject to their separate General Security approval process.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

For a salaried worker, the employer must apply to the Ministry of Labor declaring agreement to receive the worker, with supporting documents and an employment contract certified by a Lebanese notary or an accredited Lebanese diplomatic mission abroad. Annual work residence requires the employer’s identity document (or a commercial-registration document for a corporate sponsor) and a certified employment contract. Exceptions to the contract copy apply to a foreign employer applying for themselves, a representative or agent of a foreign company, and a correspondent of a news agency with no representative branch in Lebanon.

    If the non-Lebanese applicant is a salary earner, the employer is required to Lebanese workers (at least 3 Lebanese workers against each foreigner submit to the Ministry of Labor an application wherein he/she declares his/ and register them at the social security service within the first 6 months). her approval to receive the non-Lebanese worker. What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The decisive feature is prior approval of the intended professional activity by the Ministry of Labor, followed by a valid work permit. Annual work residence requires a certified work-permit copy with at least six months of validity. The consulted route pages do not establish one salary, degree or occupation threshold that applies to every worker or provide the full current list of occupations reserved to Lebanese workers.
