What education or training is this pathway designed for?

Studies at a university or another higher-education institution in Latvia by non-EU citizens (a residence permit is not needed for studies under 90 days).

What type of institution/course must accept or enrol the applicant?

The university must issue an official invitation, which the university representative files with the Office of Citizenship and Migration Affairs; the student gives the invitation number when applying at the Latvian embassy.

What are the most important financial or study-related conditions: tuition, funds, insurance, full-time study, attendance or equivalent?

The application requires a document confirming the necessary subsistence and an agreement on studies in Latvia. After arrival the student must hold health insurance of at least 42,600 euros covering health expenses, including repatriation in case of serious illness or death. The official source does not state tuition or full-time study or attendance conditions.

Can the student work? Under what major restrictions? What is the family position where clearly stated?

Students may work up to 20 hours per week for any employer during studies and up to 40 hours per week during study holidays; graduate and postgraduate students may work up to 40 hours per week. The student may also show sufficient resources for a family member, with the official source stating 500 euros per month as the minimum monthly wage in 2021.

How long does the status last, how is it renewed, and what officially documented post-study work or residence possibilities exist?

The permit lasts four months longer than the study period in the study agreement; the permit card is issued for one year and renewed annually. It is not renewed without study progress (e.g. study term exceeded by more than one or two years depending on agreement length, or repeated suspension/discontinuation in the last five years). After graduation a temporary residence permit of up to 9 months is available to seek employment or start a business, followed by a new employment permit applied for from within Latvia. Only half of the study period counts toward long-term resident status.
