Which types of residence count fully, partially or not at all where the official rules specify this?
An employee or self-employed Union citizen who retires after working in Latvia for at least the last 12 months and residing continuously for more than 3 years may qualify before 5 years; a period of employment in another Member State counts towards that continuous residence. The official source does not state general rules on which residence types count.

A Union citizen who has resided in the territory of the Republic of Latvia in the status of an employee or a self-employed person for a continuous period of less than five years is entitled to obtain a permanent residence card, where he/she:
at the time of ceasing his/her professional activities, has reached the age of retirement specified in legal acts of the Republic of Latvia or has ceased paid employment, to go into retirement prematurely if he/she has worked in the Republic of Latvia at least the last 12 months and has resided in the Republic of Latvia for a continuous period of more than three years. A continuous period of residence in the Republic of Latvia shall include a period of employment in another Member State;
