If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

The Kosovar visa is applied for in person at a Kosovo Diplomatic or Consular Mission, no more than three months before the intended visit (or, for renewing a multiple-entry visa, up to six months before its expiry). The applicant must submit a completed and signed application form (a separate form for each person in a shared travel document; for a minor, a form signed by whoever holds parental authority or guardianship), together with supporting documents on the purpose of the journey, accommodation, sufficient means of subsistence for the stay and for the return or onward transit, and evidence of intent to leave before the visa expires. Travel medical insurance covering the intended stay or transit is required, along with a EUR 40 fee, waived for diplomatic/official passport holders, children under six, and school children, students or teachers travelling for study or training.
