Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?
The 2020 short-term secondment row expressly calls for a recognised job offer, position evidence, secondment terms and sufficient funds. The current work-visa form lists the category and asks for a job offer in its general checklist, although the form also permits answering No to the job-offer question.

Limits of the record- The current form has a Yes/No job-offer question and a general all-applicant offer checklist. Its application to this specific subcategory and the current legal effect of detailed 2020 manual conditions are not fully reconciled.
