Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?
The 2020 specific-purpose table asks for the service need, contract and sponsorship. Its definitions tie contractual and independent suppliers to a Kiribati enterprise sponsor. The current work-visa form has an unresolved general-job-offer inconsistency; it does not settle whether a separate employment offer is required for this subcategory.

Limits of the record- The current form has a Yes/No job-offer question and a general all-applicant offer checklist. Its application to this specific subcategory and the current legal effect of detailed 2020 manual conditions are not fully reconciled.
