What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This route is for a foreign national engaged as a domestic/household worker who performs work or provides services in the private household of an individual employer in Kazakhstan, not company employment. To qualify as a labour immigrant, the applicant must be a citizen of a country that has a visa-free entry-and-stay agreement with Kazakhstan covering stays of at least three months, be an adult, and provide confirmation of the absence (or existence) of a criminal record, a medical certificate confirming no condition prevents the chosen work, and health insurance covering primary and inpatient care.

  • gov.kz, Adilet Q&A, basis of the labour-immigrant permit
Permission to a labour immigrant is the basis for an immigrant to conclude an employment contract for the performance of work (provision of services) from employers – individuals in the household.
  • gov.kz, Adilet Q&A, conditions for entry and stay of labour immigrants (Art. 43-1)
Labour immigrants shall conform, to the following requirements: be the citizens of countries with which the Republic of Kazakhstan concluded agreements on free-visa procedure for entry and stay providing possibility of stay in the Republic of Kazakhstan without visas for the term of no less than three months, be adult, provide confirmation of existence or absence of record of conviction, provide medical certificate confirming absence of diseases obstructing labor activity in the chosen specialty, have medical insurance covering primary health care, inpatient care.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The route requires a sponsoring individual employer, a private person rather than a company or organisation, in whose household the labour immigrant works. One individual employer cannot have simultaneous employment contracts with more than five labour immigrants for household work. Both the immigrant and the sponsoring employer are involved on renewal: the permit is extended only on submission of documents confirming that work was actually performed for that employer in the household during the previous period.

Limits of the record
  • Searched the labour Q&A for occupation, qualification, experience, salary or labour-market conditions of the household permit; the only distinctive conditions (visa-free nationality, adult, criminal record, medical certificate for the chosen specialty, insurance; five-immigrant cap) are already cited in the untouched R1/R2 boxes. No qualification, salary or quota test for this permit is stated; the old claim of 'no quota or local-content test' is inference.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permit gives the right to perform work (provide services) in the household of an individual employer on the territory of the administrative-territorial unit in which it was issued. The official source does not state whether the holder is tied to one specific individual employer or whether family may accompany.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

A permit for a labour immigrant is issued for the period requested in the application, one, two or three months at a time, up to a maximum continuous term of twelve months; after that, a new permit cannot be issued until thirty calendar days have passed since the previous permit's term ended. It may be repeatedly extended, one to three months at a time, on proof that household work was actually performed for the employer in the preceding period and payment of an advance individual income tax instalment for the extension period. The official source does not state any pathway to a longer-term or permanent residence status.
