What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Not asylum or international protection: a residence permit 'for reasons of justice' (motivi di giustizia), one of the additional grounds on which the Italian implementing regulation allows a residence permit to be issued.

Foreign nationals whose presence in Italy is indispensable in connection with ongoing criminal proceedings for one of the offences under article 380 of the Code of Criminal Procedure, or certain offences under article 3 of law of 20 February 1958, n. 75.

It is not a direct application by the person: the permit is issued on request of the judicial authority, for a maximum of three months, extendable for the same period.
