What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Non-EU nationals transferred for more than three months, outside the quotas, as trainee employees: holders of a university degree transferred to a host entity for career development or to acquire business techniques or methods, and paid during the transfer.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. It is a temporary secondment from an undertaking established outside the EU, with which the worker has an employment relationship lasting at least three months, to a host entity in Italy belonging to the same undertaking or group of undertakings (art. 2359 civil code). The Italian host entity files the named nulla osta request with the Sportello unico per l'immigrazione of the province of its registered office.

Employed work within the intra-corporate transfer at the host entity; the ICT permit is refused/revoked if the holder stays for purposes other than those for which the nulla osta was granted. Family reunification is allowed regardless of the permit's duration under art. 29; family members get a family permit lasting as long as the ICT permit.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The ICT permit lasts as long as the transfer and can be renewed if the secondment is extended, up to a maximum of one year for trainee employees; at least three months must pass before a new ICT application for the same person. The official source does not state a longer-term residence direction.
