Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Not necessarily: the request may be filed directly by the person, with the contract for the professional service to be performed in Italy, or by the employer when the person is hired as an employee.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

Decisive features: a translator or interpreter diploma or professional certificate specific to the languages required, issued by a state school, public body or equivalent recognised institute under the issuing state's law and endorsed by the Italian diplomatic or consular mission; unlike most Article 27 categories, category (d) is not exempt from the prior labour-market procedure of Article 22(4).
