What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Workers who have been employed for at least twelve months within the forty-eight months before the application by companies based in Italy, or by companies in which they hold stakes (per the latest consolidated accounts under Legislative Decree of 9 April 1991, n. 127), operating in non-EU states and territories, to be employed at those companies' sites in Italy.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes: the Italian-based group company employs the worker at its Italian site. For category (i-bis) the nulla osta is replaced by the employer's online communication of the proposed residence contract to the Sportello unico, which forwards it to the Questura and then to the consulate for the visa; within eight days of entry the signed residence contract is sent to the Sportello unico. This applies to employers that have signed a protocol with the Ministry of the Interior guaranteeing economic capacity and compliance with the sector collective agreement.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

Unless otherwise provided, the nulla osta cannot exceed the fixed-term employment period and in any case two years (extension up to two further years); visa and permit follow the nulla osta period. Renewal within the same employment on proof of contributions; permits cannot be converted (save Art. 14(5)).
