What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

This route is for employees regularly paid by an employer (natural or legal person) resident or based abroad and paid directly by that employer, who are temporarily transferred from abroad to a person or company resident in Italy to carry out in Italy specific services under a contract for works/services (appalto) between the Italian party and the foreign party.

The worker stays employed and paid by the foreign employer; the nulla osta is requested by the contracting principal (appaltante), after the employer notifies the provincial bodies of the most representative trade unions in the sector. Where the employer is based in an EU Member State, the nulla osta is replaced by the client's communication of the contract plus the employer's declaration naming the posted workers and attesting their regular residence and employment in that Member State.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The route covers groups of workers with a regular employment contract with a foreign-based employer; the foreign company must guarantee its posted staff the same minimum pay as the national collective agreement for Italian or EU workers and pay social-security contributions. Entry is outside the quotas without the Article 22(4) labour-market procedure.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

The permission covers carrying out the specific works or services under the appalto contract, while remaining employed by the foreign employer; if the employment ends, the nulla osta cannot be used for a new employment relationship. The official source does not state whether family may accompany the holder.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The visa and residence permit are issued for the time strictly necessary to complete the work or provide the service. Renewal is possible within the same employment relationship on proof of contributions; permits cannot be converted (save Art. 14(5)). The official source does not state a longer-term residence direction.
