Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. Only employers holding a valid permit with an available quota (or their representatives with power of attorney) can apply, under procedure 9.5.0002 for employing foreign workers in commerce and services. For new workers from abroad the employer must also provide business-sector approval for absorbing foreign workers, details of a licensed recruitment agent and a copy of the contract with the recruitment company, and an employment contract in Hebrew, English and a language the workers understand.
