Which travellers require a transit visa/permission and which officially documented exemptions are important?
Visa nationals must hold entry clearance as a Standard visitor, Marriage/Civil Partnership visitor or Transit visitor. A transit visitor travelling on an emergency travel document from a non-visa-national country, returning to their country of ordinary residence, does not need a visa.

VN 2.1 It is not necessary for a transit visitor to hold a visa before they travel to the Isle of Man if they are travelling on an emergency travel document issued by, and evidencing the nationality of, a country not listed in paragraph VN 1.1.(a) and the purpose of their transit is to travel to the country in which they are ordinarily resident.
