What are the defining limitations: quota, ballot, previous participation, employer limits, study limits or equivalent?

The Ireland–Argentina agreement allows 200 young Argentinians to take part; many more applications than places are expected, and the first 200 emails received are given an appointment to apply for the visa. Applicants must not have taken part in the programme before, and may not travel with dependent family members unless those have their own visa. The official source does not state employer limits.
