Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. The applicant needs a letter from the employer (the shipping company or agency) stating the on-board job, length of employment, ship name, joining date and harbour, plus a letter from the Irish engaging company or agency if different.
