The National Card is designed for a third-country national who performs work for or under the direction and/or supervision of others, for remuneration, under employment relationship, including employment through temporary work agency, or who performs actual work as the owner or chief executive of a business organisation, cooperative or other legal entity established for the purpose of gainful activity in addition to the activities within this position.

A National Card may be granted to a third-country national as defined in a Government Decree whose purpose of residence is to perform work for or under the direction and/or supervision of others, for remuneration, under employment relationship, including employment through temporary work agency, or who performs actual work as the owner or chief executive of a business organisation, cooperative or other legal entity established for the purpose of gainful activity in addition to the activities within this position.
