If permission is required, what permission is it, where/how is it obtained, and what core onward-travel evidence is required?

The permission is an airport transit visa. The competent Member State is the one where the transit airport is situated (or the first transit airport for double/multiple transits). The applicant must present documents on the onward journey to the final destination and information showing no intention to enter the Member States.
