What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

Anyone who is not a British, EU, EEA or Swiss national needs a work permit before starting work in Gibraltar; British, EU, EEA and Swiss nationals do not.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. The employer applies for the work permit, not the individual, and must obtain "approval in principle" before the residency application is submitted; the Department of Employment emails the employer to confirm it. Employing someone not entitled to work without a work permit is an offence with a £3,000 fixed penalty for employers.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The employer must submit proof of the worker's qualifications and experience as set out in the Notification of Vacancy. For the residency application, the worker must be 55 or under (unless an exemption applies), earn at least the Gibraltar average (currently £37,500) and be employed by a registered Gibraltar employer.

A work permit is tied to one specific role with one specific employer; it cannot be transferred, shared between employers or used for a different role, and each employer needs a separate permit for each role. How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

A work permit lasts up to 12 months, or up to 36 months where the Department of Employment decides it is in the public interest and the role is in financial services, gaming (including betting and gambling) or University of Gibraltar academic staff. The employer must apply to renew no later than 14 days before expiry, or a full new application and fee may be needed. The official source does not state a longer-term residence direction.
