(1a) No approval is required for the issuance of a residence title to persons employed predominantly for religious reasons who have sufficient knowledge of the German language. If, due to the special circumstances of the individual case, it is not possible or not reasonable for the person employed for religious reasons to undertake efforts to acquire sufficient knowledge of the German language prior to entering the country, or if, in consideration of the overall circumstances, the requirement to demonstrate proficiency in the language would constitute a particular hardship in the individual case, the first-time issuance of a residence title does not require approval despite the lack of basic knowledge of the German language. In the case of sentence 2, sufficient German language skills must be demonstrated within a period of less than one year after entry into the country. Persons employed for predominantly religious reasons who, based on their nationality, may enter and stay in the territory of the Federal Republic of Germany without a visa for a period beyond a short stay are exempt from the requirement to possess language skills.
