This route is for people coming to Germany to look for qualified employment or a qualification measure for recognition (job-search opportunity card, Section 20a AufenthG).

See recorded sources

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The initial points-system Opportunity Card is a job-search title: a concrete employer or job offer is not required to obtain it. The person instead must qualify under the points route and secure living costs. A job offer for no more than 20 hours weekly may be used as financing evidence. The initial card allows regular employment averaging no more than 20 hours weekly and also a separate qualifying trial employment of up to two weeks per trial under §20a(2); employment outside these permissions requires a different title. A follow-on Opportunity Card after the initial search card is different: the law requires an employment contract or binding offer for qualified employment and Federal Employment Agency approval.
