For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

For ordinary foreign travellers, the required documents and any visa depend on the applicable international agreements and regulations. When a visa is required, it is issued only after the TAAF Senior Administrator agrees. This statutory chapter does not apply to diplomatic agents or career consuls. TAAF are outside both the European Union territory and the Schengen Area.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

When a visa is required, first obtain the TAAF Senior Administrator's agreement and then apply through the consulate or embassy in the applicant's country of residence; residents in metropolitan France may apply through their departmental prefecture. Current sources contain a timing discrepancy: CESEDA Article L367-2 requires the agreement request at least one month before arrival, while the TAAF administrative page instructs applicants to request it at least two months before arrival. Both allow a diplomatic or consular authority to seek a shorter period in an emergency. The TAAF page separately states that a non-resident foreign national holding a Schengen visa may request an extension of that visa from the metropolitan prefecture where temporarily present.
