The required level is set by qualification and activity rather than by awards, publications or reputation: the applicant must hold a degree equivalent to a master's and carry out research work or provide university-level teaching under a hosting agreement with an approved research or higher-education body.

Is an employer, nominator, recognised body, peer group or government endorsement required?

Yes, a hosting agreement (convention d'accueil) must be signed with a public or private body with a research or higher-education mission that has been approved in advance. The list and approval procedure of these bodies and the model agreement are set by joint order of the ministers for immigration and for higher education and research.

Can the holder change employer, work independently, establish a business or conduct other professional activity? What is the family position?

The card allows salaried professional activity within the hosting agreement that justified it, and it cannot be withdrawn if the holder involuntarily loses the job. A spouse aged at least 18 of a researcher under L421-14 receives a multi-year 'passeport talent (famille)' card valid for the remaining validity of the researcher's card.
